What is OPAL?

The New York State Online Permit Assistance and Licensing website is a searchable online database that provides access to a wide variety of information on the State's requirements for starting a business.  The website includes information on business structure and name filing, tax requirements, permits and licenses, employer responsibilities, and other business information.


How Does OPAL Work?

The New York State Online Permit Assistance and Licensing website can be used to create a checklist of business requirements based on a specific business type.  The checklist can be printed, emailed, or saved for future reference.  Many of the forms required by New York State to start a business can be accessed, filled out, and submitted online through the OPAL website.  Additional information on the website can be found by visiting the Frequently Asked Questions page.
